How to Obtain

While on the correct step of Excelled Crest of Ferocity you will be asked to collect 12 of these Bands
You can collect 1x of these from Ulkor_the_Devourer_(28122) and 2x from Prux the Mutated

Prux is a harder mob for lower levels where as Ulkor is much easier
